The Rome Capital Social Housing Agency (ASAC) is a project promoted and funded by Roma Capitale – Department for Asset Enhancement and Housing Policies. It aims to facilitate access to affordable and sustainable housing solutions for individuals and households belonging to the so-called “grey area”: people who are not eligible for public housing but face difficulties in accessing the private rental market.
The project facilitates the matching of housing supply and demand, provides social and housing support, promotes regulated rent agreements, and develops innovative housing welfare tools through an integrated network involving the local administration, Third Sector organisations and local stakeholders.
Implementing organisations
Lead organisation: Programma integra
Partners: Forum Terzo Settore Lazio, ULIS, Nonna Roma, CNCA Lazio, CRS, Arci Solidarietà, La Sponda, Civicozero, Ambiente e Lavoro.
Period: July 2026 – June 2029
Objectives
- Reduce housing hardship and increase the number of individuals and families who are able to find or maintain stable and affordable rental accommodation.
- Improve the balance between housing supply and demand by increasing the number of available housing units through the involvement of private property owners, owners of multiple properties, organisations, Public Service Agencies (ASPs), and currently unused public assets.
- Develop and implement innovative housing welfare tools, including incentives, guarantees, support funds and microcredit schemes, to facilitate access to and retention of rental accommodation.
- Strengthen city-wide housing governance by building a stable collaborative network involving Roma Capitale, Third Sector organisations, property owners, institutional stakeholders and real estate market professionals.
Target groups
Individuals and households belonging to the so-called “grey area”: people on low to middle incomes who, while not meeting the eligibility criteria for public housing, do not have sufficient financial resources to independently afford the costs of the private rental market.
Target groups include, among others, young adults, people in precarious or low-paid employment, single-parent households, older people living alone, and people experiencing vulnerability or housing insecurity. The project aims to provide support to at least 800 individuals and/or households per year.
Activities
The project includes a central ASAC Departmental Office and five local help desks organised across municipal hubs, which serve as access points providing information, guidance and support.
Activities include initial reception and assessment of requests; eligibility checks; assessment and profiling of housing needs; development of personalised pathways; guidance on the rental market and available public support measures; housing mediation and intermediation; identification and matching of landlords and prospective tenants; support with the signing and management of rental agreements; and subsequent monitoring and follow-up.
In parallel, the project establishes a Permanent Housing Roundtable to engage stakeholders and property owners, as well as an Innovation Lab dedicated to designing, modelling and testing housing welfare tools and new social and collaborative housing solutions.
